Lessor and Lessee of the Leased Plants and Warehouses as main responsible of Fire Safety in China

The Measures applied to the fire safety management of leased plants and warehouses; it made clear that the lessor and lessee of the leased plants and warehouses are the primary subjects responsible for fire safety, and if the lessor or lessee is an enterprise, the primary person in charge of the leased plants and warehouses is the person responsible for the enterprise's fire safety. Leased factories and warehouses must implement the fire safety responsibility system at each level and the fire safety responsibility post system, as well as clarify the fire safety responsibilities at each level and post and identify the persons in charge of fire safety at each level and post. When leasing class A, B, and C plants and warehouses storing class A, B, and C items, the lessee may not change the layout of the plants and warehouses, the fire hazard category of the plant buildings' production, the fire hazard category of the items stored in the warehouses, or the approved maximum storage capacity without authorization.
